DESIGN REVIEW MINUTES
PLANNING AND ZONING COMMISSION
JUNE 23, 2010


A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 23, 2010

CALL TO ORDER

The meeting was called to order at 7:02 p.m.

Also Present:
Michael Dayton, Town Planner
Denise Horan, Town Engineer

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that            
Peter Bonzani would be voting in place of Elaine Carey, Travis Simpson would be voting in place of John Grottole. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – 400 Main Street a.k.a Pratt & Whitney,   
Construction of an 80’x 40’ storage building associated with an existing industrial    
complex.
Applicant: Landmark Architects

Upon a motion by John Ryan, seconded by Paul J. Roczynski, the Commission
Voted ( 7 -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon   
    information provided by the applicant and, if such information subsequently proves to   
    be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified  
    suspended or revoked.

2. Final plans are to be signed and stamped (ink & impression) by the Professional
  Engineer and Land Surveyor.

3. Remove the subdivision approval block from the title-sheet.

4. On the As-Built sheet clarify which elements are existing and which are proposed.

5. On plan sheet C-01 add more detail including but not limited to dimensions of all
   utilities, vertical elevations for the utilities, utility connections, and pavement striping.

6. On sheet C-02 revise the zoning data table to include relevant values and consult with
   the Town of East Hartford Inspections and Permits department for their verification
   that the proposed improvements are in accordance with zoning regulation
   requirements.

7. On plan sheet C-02, revise the layout of the proposed relocated utilities. There appear
   to be a number of conflicts with the present configuration.

8. On plan sheet C-02, revise the 4” drainage piping to a minimum diameter of 6”.

9. On plan sheet C-02, add inverts, sizes, materials, slope, etc to all proposed drainage
   piping and graphically depict all erosion controls.

10. On plan sheet C-02, review and revise the grading. In some areas the proposed grades
     are flat or are nearly flat or appear to be ponding water.

11. On site plan sheet C-02, add more notes to clarify what infrastructure is to be
     removed and add more notes specifying restoration of disturbed areas.

12. On plan sheet C-02, revise the plan to add more layout dimensions to the building and
     revise the drainage structures to reflect their actual size and shape.

13. On sheet C-04, add all necessary details to the plan including but not limited to
    concrete pad detail, various utility trenches, pavement repair, etc. Revise the concrete
    stoop detail to depict how it matches into surrounding grade.

14. Add notes to the plan to remove fencing to facilitate the WB-50 turning movements
     into and out of the building.

15. Site plan modification bond set in the amount of 36,000.00.

SITE PLAN APPLICATION – 353 Park Avenue, installation of two metal stair rails   
and overhead loading dock door with access door to an existing warehouse building.
Applicant: Miguel Otero
Upon a motion by Kathleen Salemi, seconded by John Ryan, the Commission
Voted ( 7 -0) to Approve the above Site Plan Application with the following condition:

1. In evaluating this application, the Planning and Zoning Commission has relied upon   
    information provided by the applicant and, if such information subsequently proves to   
    be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified  
    suspended or revoked.
